I guess most everyone has heard the news by now but in case you haven't the government has called for Telecom to be unbundled

Telecom is complaining of course

Okay I guess that should be Telecom's local loop but I was in a rush to see what they had on CloseUp/Campbell

Great news.

I hear there was a leak and that's why it was announce early rather
than at the next budget. Now Telecom won't have two weeks to get a
counter plan prepared before the announcement.


No info on when this will take place.

I think it's great but i have one reservation that this doesn't end
up like the power industry unbundling.

Yeah I heard the same thing about it being a rushed announcement due to a leak on Campbell Live as well. They also waited until after the close of market trading hours for obvious reasons although I heard shares in Australia are down by 7%. It's a bit funny that the lead Herald technology story is one titled "Regulation and AAPT sale issues loom for Telecom", published before the announcement of course.

I didn't link to the cabinet papers but if you take a look http://www.beehive.govt.nz/ViewDocument.aspx?DocumentID=25636 there are some other substantial changes as well like changing UBS to be unconstrained so that Telecom has to provide faster upstream and removing the provision that the service doesn't have to sustain real time services. It also 'clarifies' that UBS is naked DSL which my understanding means you should be able to get it without needing to use Telecom's phone services.
